General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Experience in liaising with governmental and non-governmental organizations
  • Experience in the areas associated with political monitoring and reporting, early warning and conflict prevention mechanisms, inter-ethnic and inter-confessional relations, transnational threats (border security and management, antiterrorism, counter-narcotics)
  • Flexibility and ability to work under pressure and with limited time frames
  • Cultural sensitivity and judgement
  • Professional fluency in the English language and the ability to draft reports clearly and concisely
  • Fluency in Russian
  • Experience in identifying potential relevant programmes and projects and manage their subsequent implementation, monitoring and reporting
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate windows applications, including word processing and e-mail.
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Senior Political Officer, the Political Officer in Osh:

1. Monitors and reports on the political situation in the south region of the country; 2. Liaises with governmental authorities, local administrations, assemblies, and political parties; 3. Establishes and maintains contact with universities, research institutions and non-governmental organizations; 4. Monitors and analyses political developments in the wider Ferghana Valley region; 5. Under the supervision of the Head of the Politico-Military Unit, the incumbent is responsible for managing the Politico-Military Programme in the south of Kyrgyzstan; 6. Identifies, implements, monitors and reports on projects; 7. Co-ordinates closely with colleagues in the Osh Field Office, the OSCE Centre in Bishkek's Politico-Military Unit, as well as with relevant OSCE units (Conflict Prevention Centre, Anti-Terrorism Unit) and Institutions (High Commissioner on National Minorities) in the identification, design, implementation and reporting of specific projects and/or activities related to the Politico-Military field; 8. Performs other duties as required.
