General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First level university degree or equivalent experience

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

 
 
 
 
Mission Specific Requirements
  • Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum two years of professional experience in international relations, within either international organizations, political parties, legislatures or academia/think-tanks
  • Extensive knowledge of the political situation in Bosnia and Herzegovina (BiH), International agencies in BiH, and their activities and mandates is required
  • Demonstrated ability to work in a multi-cultural, multi-ethnic environment and ability to maintain harmonious work environment and team spirit
  • Ability to plan and organize work to meet tight deadlines under stressful conditions
  • Good interpersonal skills and ability to establish and maintain effective working relationships with colleagues, counterparts and external partners and other stakeholders to achieve organizational goals
  • Diplomacy and tact; ability to convey difficult issues and positions to senior officials and other relevant partners
  • Demonstrated strong analytical and reporting skills
  • Ability to operate windows applications, including word processing and email
  • Professional fluency in the English language, both oral and written

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the Mission area
 
 
 
 
Tasks and Responsibilities

Under the guidance and supervision of the Senior Representative of the Head of Mission (SRHoM), the incumbent provides analysis of domestic and international political developments pertaining to Bosnia and Herzegovina and the OSCE. The incumbent recommends appropriate courses of action to address political challenges for the Mission and its activities. The Political Analyst is expected to be fully integrated in the work of the Office of the Head of Mission. In particular, the incumbent provides policy support to the SRHoM on how to further implementation of the Mission’s mandate and shares responsibility for ensuring consistency between the Mission’s political goals and public information activities. Specific duties include:

  1. Prepares regular and ad-hoc reports on political developments in Bosnia and Herzegovina, including the Mission Bi-Weekly, co-ordinates the input from other political staff as needed and ensures that information is conveyed accurately and understandably;
  2. Provides analysis, both oral and written, of trends affecting the Mission’s operating environment, advising the SRHoM and other senior staff on any issues which require a response or action by the Mission;
  3. Produces background material for meetings of the Head of Mission, Deputy Head of Mission and SRHoM with political interlocutors, including briefing packages for high-level visitors, and attends and reports on these meetings as requested;
  4. Drafts, as requested, articles, answers to interviews and speeches for the Head of Mission, Deputy Head of Mission and SRHoM, works closely with the Spokesperson to ensure that final drafts incorporate clear messages;
  5. Reviews, on behalf of the SRHoM, policy documents, project proposals, reports for external distribution and letters, ensuring that material submitted for clearance is consistent with the Mission’s mandate and political objectives;
  6. Contributes to the development of Mission strategy by following decisions of the OSCE Permanent and Ministerial Councils and taking part in internal working groups on topics of interest to senior staff, with the aim of establishing coherent Mission policy in those areas;
  7. Prepares, as tasked by the SRHoM, political background material, talking points and policy messages upon request of the Conflict Prevention Centre and Office of the Secretary General, with due attention that inputs are focused and relevant;
  8. Supports the SRHoM in maintaining contacts with key partners, with a particular responsibility to participate in regular co-ordination meetings with the EU’s political office, representing the D/PPU in other meetings as requested;
  9. In co-operation with the Political Adviser to SRHoM, delivers political overviews to senior staff and presentations to external audiences on the country’s political environment;
  10. Performs other duties as assigned.
