General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

 

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Police administrative courses on human resources management and general police management

 

Experience:

Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management level relevant to the actual post

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • University degree in law, political science and/or a command or management operational position in a national police environment and/or significant work experience in law enforcement bodies
  • Extensive experience in the areas associated with police system reform, legal reform and/or public administration reform
  • Experience in programme and project management, planning and strategic development, and monitoring including evaluation of effectiveness
  • Excellent drafting and analytical skills
  • Experience in co-operating with governmental and non-governmental organizations
  • Flexibility and ability to work under pressure and within limited time frames
  • Cultural sensitivity and judgement
  • Professional fluency in the English language and proven ability to write comprehensive reports
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political view, while maintaining impartiality and objectivity
  • Ability to operate windows applications, including word processing and e-mail

 

Desirable:

  • Law enforcement development experience within the Commonwealth of Independent States (CIS)
  • Knowledge of regional political developments, legislative and police reform issues in Central Asia
  • Working level knowledge of the Russian language
 
 
 
 
Tasks and Responsibilities

Under the direction of the Head of Centre (HoC), in accordance with the mandate of the OSCE Centre in Bishkek, and working cross-dimensionally with the three OSCE dimension teams within the Centre, the Police Reform Adviser performs the following specific tasks:

 

  1. Acts as focal point for contacts with senior government officials of the Ministry of Interior, police officials and other officials dealing with police reform issues; advises on the mission's policy on police matters as required;
  2. Plans, implements, conducts, reports and evaluates police programmes in Kyrgyzstan;
  3. Supervises assessments of current training activities against policing requirements and develops reform initiatives as required;
  4. Identifies problems and weaknesses in the current activities and recommends possible solutions and improvements;
  5. Supervises about ten staff, as appropriate;
  6. Provides a research capability within the field of police system reform, actively liaising with the OSCE Secretariat's Strategic Police Matters Unit, other OSCE Police Programmes and relevant partners;
  7. As Programme Manager, exercises programmatic approval authority to engage budgeted resources for the implementation of the Police Reform Programme;
  8. Formulates finance assistance requests and periodically reviews programme budget expenditure;
  9. Provides programme input for the Budget Outline, Unified Budget Proposal and Mid-Year-Review and personnel planning;
  10. Liaises with the senior management of the Community Security Initiative Project;
  11. Performs other duties as required.
