General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant field and specialized subject area

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Extensive experience in the areas associated with police system reform, risk and security management, legal reform and/or public administration reform
  • Excellent drafting and analytical skills
  • Experience in liaising with governmental and non-governmental organizations
  • Excellent communication skills
  • Flexibility and ability to work under pressure and with limited time frames
  • Cultural sensitivity and judgement
  • Professional fluency in the English language and proven ability to write comprehensive reports
  • Working knowledge of the Russian language
  • Ability to operate windows applications, including word processing and e-mail
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political vies, while maintaining impartiality and objectivity

Desirable:

  • Law enforcement development experience in the Commonwealth of Independent States (CIS)
  • Knowledge of regional political development
  • Knowledge of legislative and police reform issues in Central Asia
 
 
 
 
Tasks and Responsibilities

Under the general guidance of the Head of Centre (HoC) and the supervision of the Police Reform Adviser, the incumbent will be responsible for issues relating to civilian police and police reform. Specifically, the Police Adviser will perform the following duties:

  1. Plans, implements, manages and evaluates police reform projects;
  2. Supports the Police Reform Adviser to co-ordinate the implementation of the Police Reform Programme with other international partners working in this area;
  3. Prepares proposals identifying areas of need, including technical equipment, police training and special assistance pertaining police reform;
  4. Participates in the preparation of material on project development, especially on modern policing reform strategies;
  5. Conducts programme and project presentations;
  6. Supports the Police Reform Adviser in establishing and maintaining contacts with relevant local and national authorities as well as with the parliament;
  7. Supports the co-ordination of police reform activities with related activities implemented in other dimensions (human rights, gender, anti-trafficking, detention, countering corruption and money laundering, combating terrorism);
  8. Performs other duties as assigned.
