General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Experience in planning and co-ordination, preferably in international organizations
  • Proven diplomatic skills and experience in political liaison
  • Experience in handling public information issues
  • Experience in project management
  • Knowledge of the regional political history and developments
  • Professional fluency in the English language
  • Excellent oral and written communication skills
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgement
  • Flexibility and ability to work under pressure and within limited time frames
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Experience of working in Eastern Europe and/or knowledge of the region
  • Previous experience in field missions
  • Knowledge of the Ukrainian and/or Russian language
  • Experience in off-road driving
  • Completed national/international pre-deployment training
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of Operations, the Planning and Co-ordination Officer:

  1. Advises the Head of Operations on policy and planning issues;
  2. Provides recommendations to senior management on the progress and potential problems faced in the implementation of the Mission's mandate, goals and objectives;
  3. Under the guidance of Head of Operations, supports the implementation, monitoring and evaluation of the Mission's mandate and advises the Head/Chief Monitor and Deputy Chief Monitors on the progress in meeting the goals and objectives of the Mission's mandate;
  4. Develops and assists in executing departmental plans, programmes and projects;
  5. Liaises externally with the international community regarding projects implemented in the host country and provides recommendations to the Head of Operations in order to foster co-ordination in the matter;
  6. Supports the Head of Operations in co-ordinating the Mission's relations with the host country's Ministry of Foreign Affairs (MFA) and serves as the liaison person with the MFA officials;
  7. Attends meetings with international co-operation organizations as required;
  8. Performs other duties as assigned.

The assignment of the selected candidate will be initially until 31 March 2015, subject to extension.
