Mandatory:

Experience and/or training in monitoring, reporting and observing of political and military developments

Preparedness to travel long distances by road to various locations in the region, sometimes at short notice and for an indefinite period of time

Ability to establish and develop an effective network of contacts with government officials, representatives of civil society and others

Ability to work without supervision, to work effectively under pressure, and preparedness to work long hours when necessary in order to meet tight deadlines

Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities

Note: The Office of the Personal Representative (PR) is currently designated as a non-family and partially hazardous duty station. Applicants should be aware that the Personal Assistant participates in the monitoring activities on the Line of Contact and the Armenian-Azerbaijani border, in relation to which he/she will receive hazard pay.

Tasks and Responsibilities |
As part of his/her induction, the incumbent will spend about a month in residences in Baku, Yerevan and Nagorno-Karabakh. Thereafter based in Tbilisi, the incumbent must be prepared to be deployed at the Personal Representative's (PR) request to any of the three locations, sometimes at short notice and for an indefinite period of time.
Under the direct supervision of the PR, the Personal Assistant provides advice and support to the PR on a wide range of policy matters, communicating on his/her behalf with other mission members, colleagues in the OSCE Secretariat and external interlocutors.
In particular, the Personal Assistant to the PR:

Liaises with the PR and the PR's field assistants in Baku, Yerevan and Nagorno-Karabakh on a daily basis;

Maintains regular contact with representatives of the OSCE Chairmanship and Secretariat, as well as civilian and military authorities, civil society organizations and international organizations throughout the region;

Monitors and analyses local and international media coverage of issues related to the mandate of the PR;
-
Plans and participates in monitoring activities on the Line of Contact and the Armenian-Azerbaijani border;
-
Drafts reports on developments in and outside the region related to the PR's mandate; and on the activities of the PR, including monitoring activities;
-
Drafts speeches and public statements, and responses to media enquiries;
-
Drafts and helps manage the PR's correspondence;
-
As security focal point, works closely with the Chief of Fund Administration to support the PR in managing mission security;
-
Performs other related duties as assigned.
