General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant field and specialized subject area

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Substantial, recent experience in investigation of trans-national, organized and serious crimes, including corruption
  • Experience in prosecution-led criminal investigations
  • Experience in applying modern crime investigation methods
  • Experience in the development, management and implementation of training courses for staff development, both generic and specialized
  • Experience in project management: planning, budgeting, implementation and evaluation
  • Excellent drafting and presentation skills
  • Professional fluency in English, both oral and written
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, gender and diverse political views, while maintaining impartiality and objectivity
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities
  • Flexibility to work under pressure and with limited time frames
  • Ability to operate Windows applications including word processing, e-mail and Power Point

Desirable:

  • Experience in developing and implementing projects in an international environment
  • Experience in analysis of capacity-building and training needs
  • Experience in organizational change management
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Organized Crime Programme Manager in the Law Enforcement Department, the Organized Crime Adviser performs the following duties:

  1. Provides advice and assistance on prosecution-led investigation;
  2. Provides advice and assistance on implementation of local and national strategies to deal with organized crime investigation of organized and serious crimes, including corruption offences;
  3. Prepares formal proposals identifying areas of needs, including technical equipment, crime investigation training and/or specialist assistance;
  4. Co-ordinates the selection of international police specialists;
  5. Assesses training needs; develops, manages and evaluates crime training programmes;
  6. Liaises with international police liaison officers as appropriate;
  7. Supervises and evaluates organized crime project implementation to ensure cost effectiveness;
  8. Prepares project presentation material and makes presentations on project development and modern crime investigation strategies;
  9. Ensures that police accountability aspects are intrinsic part of advice and projects under organised crime programme;
  10. Performs other duties as required.
