General Minimum Requirements

The general minimum requirements for working with the OSCE are:


  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:


  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:



Police administrative courses in relevant field and specialized subject area



Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

Mission Specific Requirements

Additionally, this particular post has specific requirements:



  • Experience in two or more of the following areas: organized crime, drug prevention and/or management of urban crime projects
  • Experience in supervision of criminal investigations
  • Experience in applying modern crime investigation methods such as criminal intelligence gathering, surveillance techniques, witness protection and informant handling
  • Experience in the development, management and implementation of police training courses, both generic and specialized
  • Experience in project planning, budgeting, management and evaluation
  • Professional fluency in English, both oral and written
  • Excellent drafting and presentation skills
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, gender and diverse political views, while maintaining impartiality and objectivity
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities
  • Flexibility to work under pressure and with limited time frames
  • Ability to operate Windows applications including word processing, e-mail and Power Point



  • Experience in developing and implementing projects in an international environment
  • Experience in analysis of capacity-building and training needs


Tasks and Responsibilities

Under the overallsupervision of the Head of the Law Enforcement Department and direct supervision oftheOrganized Crime Programme Manager, the Organized Crime Adviser performs the following duties:

  1. Provides advice and assistance on implementation of local and national strategies to deal with organized crime using contemporary investigation methods;
  2. Prepares formal proposals identifying areas of needs, including technical equipment, crime investigation training and/or specialist assistance;
  3. Co-ordinates the selection of international police experts and technical specialists;
  4. Assesses training needs; develops, manages and evaluatestraining programmes aimed at fighting organised crime;
  5. Liaises with international police liaison officers as appropriate;
  6. Supervises and evaluates organized crime project implementation to ensure cost effectiveness;
  7. Prepares project presentation material and makes presentations on project development and modern crime investigation strategies;
  8. Performs other duties as required.
