General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Proven record of effective management of logistics, supply, transport and storage operations
  • Several years of progressively responsible professional experience in an operational environment
  • Ability to establish contact and constructive relations with local population and officials
  • Physically and mentally fit to work in arduous and hazardous environment
  • Exemplary working knowledge of English, both oral and written, and the ability to communicate clearly and concisely
  • Cultural sensitivity and political judgment
  • Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate Windows applications including word processing, excel and email

Desirable:

  • Experience of working in Eastern Europe and/or knowledge of the region
  • Knowledge of Ukrainian and/or Russian languages
  • Experience in facilitating dialogue and applying mediation skills in practice
  • Possession of a valid automobile 'Class C' driving licence
 
 
 
 
Tasks and Responsibilities

The assignment of the selected candidate will be initially until 31 March 2015, subject to extension.

Selection of candidates is on-going and selected candidates will be deployed in batches even prior to the deadline date of the vacancy notice. Selected candidates may be moved between duty locations in Eastern Ukraine in order to respond to changing priorities.

Under overall guidance of the Chief of Fund Administration and direct supervision of the Head of Operations, the Operations Support Officer performs the following specific responsibilities:

  1. Plans and delivers logistic and administrative support to deployed Monitoring Teams (MTs) in Eastern Ukraine;
  2. Monitors logistic and equipment states of deployed MTs and initiates action to sustain capability;
  3. Monitors local contractors performance and cost effectiveness;
  4. Monitors driving standards within MTs and enforces adherence to the Special Monitoring Mission to Ukraine's (SMMU) policy;
  5. Manages equipment asset registers and consumable items;
  6. Manages assigned vehicle fleet;
  7. Conducts management checks on team and individual accounts and assets;
  8. In conjunction with MT leaders and HQ (Headquarter) SMMU contributes to logistic contingency plans;
  9. Provides advice and guidance to the Oblast Leader and MTs on support issues;
  10. Performs other duties as assigned.
