General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

First level university degree or equivalent experience

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • University degree or equivalent military or police academy certificate
  • Experience in an operational environment, within an international or national organization
  • Demonstrated ability to work in a multi-cultural, multi-ethnic environment and ability to maintain harmonious work environment and team spirit
  • Demonstrated strong organizational and communications skills
  • Ability to plan and organize own work to meet tight deadlines under stressful conditions
  • Good interpersonal skills and ability to establish and maintain effective working relationships with colleagues, counterparts, external partners and other stakeholders to achieve organizational goals
  • Professional fluency in the English language, both oral and written
  • Ability to operate Windows applications, including word processing, presentation, image, database and graphics management applications and email

Desirable:

  • Working knowledge of Ukrainian and/or Russian language(s)
  • Knowledge of Ukrainian history, geography and politics, international agencies in Ukraine, and their activities and mandates
  • Familiarity with OSCE policies, procedures, practices and organizational structure
 
 
 
 
Tasks and Responsibilities

Initial duration of appointment/assignment for this post is until 31 March 2016, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Under the guidance and supervision of the Head of Operations, the Operations Co-ordination Officer provides co-ordination support pertaining to current mission-wide operations. Such co-ordination should serve to respond to Special Monitoring Mission to Ukraine's operational priorities in rapidly changing situations on the ground, as well as to support the implementation of the Mission's operational instructions and plans. Co-ordination between the Headquarters and Monitoring Teams is crucial for the conduct of mission-wide operations. At the same time, co-ordination of current operations must also be quickly reactive to emerging developments by setting out coherent, sequenced and integrated actions. Co-ordination of current operations will be conducted in close cooperation with the Planning and Co-ordination Officers responsible for mid-term and long-term operational planning.

Specific duties of the Operations Co-ordination Officer:

  1. Co-ordinates the deployment of personnel to the Monitoring Teams (MTs);
  2. As directed, co-ordinates with other relevant units within the Headquarters all issues related to current operational matters;
  3. Anticipates and identifies potentially emerging operational shortfalls and provides recommendations to the Head of Operations;
  4. Co-ordinates operational aspects of official visits;
  5. Tracks and co-ordinates mission-wide movements of personnel and critical assets;
  6. Works closely with MT Operations Officers, Operations Support Officers, Planning and Co-ordination Officers, Chief of Operations Room, Deputy Head of Operations as well as with the Head of Operations in co-ordination of the routine activities;
  7. Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environment;
  8. Produces background material, reports, charts and briefings as necessary;
  9. Performs other duties as assigned.
