The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General and the Chairperson-in-Office (CiO) in relation to field-related activities and is the focal point in the Secretariat for co-ordinating and developing the OSCE's role in the politico-military dimension.

 

The Forum for Security Co-operation (FSC) is the main OSCE body dealing with the politico-military aspects of security and provides a forum for political dialogue for OSCE participating States. The Communications Network Programme within the Conflict Prevention Centre at the OSCE Secretariat supports the work of the FSC, and other political bodies, by providing the technical means for secure communication between participating States in order for them to meet their international commitments.

 

 

 

Tasks and Responsibilities

 

 

 

 

 

 

 

Under the supervision of the Senior Communications Network Officer the incumbent provides network maintenance and user help desk support for the OSCE Communications Network and secure network operations for OSCE Executive Structures and Field Offices. More specifically the incumbent will perform the following duties:

 

  • Managing the network and receiving direction from participating States (pS) via the FSC's Communication Group and Configuration Control Board (CCB);
  • Responding directly, by remote control or by phone, to user enquiries, relating to issues such as installation, software troubleshooting and updates, as well as developing solutions in liaison with senior staff;
  • Performing system administration to include backups, updates, system testing and hardware replacement;
  • Insuring all configurations as in compliance with network standards, reviewing log files, firewalls and servers to pre-detect problems; research problems and initiate corrective measures;
  • Maintaining test environment hardware and software to ensure synchronization with the live environment;
  • Responding to network traffic alerts and advising with there are miss-connections to the network of communications are offline and advising on solutions to avoid lengthy outages;
  • Processing incoming arms control notifications, including verification of format, receiving into database, filing copies for FSC Support Section and sending copies for Documents Distribution;
  • Assisting in the preparation of weekly summaries, database updates, Network Status Summaries and other reports as well as maintaining the secure website;
  • Performing related work as assigned.

 

 

 

Necessary Qualifications

 

 

 

 

 

 

 

  • Completed secondary education supplemented by formal training in Computer/Electrical/Electronic Technology;
  • A minimum of four years of progressive experience supporting worldwide networking and Virtual Private Networks;
  • Good understanding of worldwide communication procedures and knowledge of MS Windows Servier 2008 to the present, MS Windows XP, 7 and 10, Exchange Server 2010, VMWare, Cisco ASA Firewalls and TCP/IP protocol;
  • Professional fluency in English with good oral and  written communication skills, knowledge of other OSCE working languages would be an asset;
  • Strong administrative and organizational skills;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Ability to work in a team and to establish and maintain effective working relationships with people of different national and cultural backgrounds.

Remuneration Package

 

 

 

 

 

 

 

Monthly remuneration, subject to social security deduction, is EUR 3,669 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Appointments are made at step 1 of the applicable OSCE salary scale.
