OSCE Mission to Montenegro is looking for a National Programme Officer in Media Programme. 

 

 

 

Tasks and Responsibilities

 

 

 

 

 

 

 

The incumbent carries out the following programmatic duties:

• Assists the supervisor in assessing the capacity-building needs of media institutions in Montenegro regarding in particular their financial self-sustainability and mechanisms to safeguard editorial independence; 

• Performs research and compiles background material for the Mission’s information needs on the freedom of media situation in Montenegro;

• Develops and implement projects, taking overall responsibility for those projects assigned to him/her; ensures that the projects are successfully implemented in accordance with its objectives throughout the project cycle, including designing action plans, budgets, implementation plans, final reports and evaluation;

• The incumbent engages actively (meets, communicates) with the target groups/ beneficiaries/ interlocutors in order to build key support for the team activities; translates all communication upon request to the team.

• Establishes working relations and contacts with international partners, donor organizations, and maintains professional relationships with the Montenegrin media focusing on freedom of the media issues. Liaises with other locally based media, including non-majority media, developing organizations and keeps regular contacts with the Public Broadcaster, Media Council for Self-Regulation and journalists’ associations representing media professionals.

• Analyses, screens, reviews and amends Media Programme's project ideas including budget breakdown proposals. Monitors the project status implementation in regard to budget, human resources and administration, and provides timely information reopen, project implementation and co-ordinates with programme managers to ensure that project deadlines are met;

• Interfaces with media representatives, international and non-governmental organisations, OSCE Secretariat's Department, OSCE Field Missions in the region, the Office of the Representative on Freedom of the Media  and experts for the purpose of the project development and implementation;

• Advises and provides support to the Programme Manager on the project financial and budgetary issues and on determining forecast expenditures;

• Oversees the implementation of extra-budgetary project, as requested;

• Facilitates meetings, conferences, specialised trainings, roundtables, workshops and seminars;

• Drafts and/or reviews terms of reference for externally employed staff;

• Prepares periodic Analyses and Spot Reports relating to state of media in the country;

• Drafts and maintains official correspondence in both English and the local language, and compiles summaries of meetings and project activities.

• Performs other duties as required.

 

 

 

Necessary Qualifications

 

 

 

 

 

 

 

• Citizen or permanent resident of Montenegro.

• First-level university degree in Journalism and Communication, Political Science or Social Science

• Minimum of two years  professional experience with media and/or media organizations in project management

• Demonstrated analytical, organisational, planning and problem-solving skills. 

• Professional drafting, writing and summarising skills. 

• Flexibility to handle multiple priorities and diverse personalities. 

• Computer literate with practical experience in Microsoft packages;

• Excellent written and oral communication skills in English and in the local languages;

• Possession of a valid driving license.

Remuneration Package

 

 

 

 

 

 

 

Monthly remuneration, subject to social security deductions is 1810 euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
