General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Several years of progressively responsible professional experience in an operational environment
  • Significant prior experience in any of the following fields: political and security issues, law enforcement, dialogue facilitation, human rights, fundamental freedoms and minority issues
  • Ability to establish contact and constructive relations with local population and officials
  • Physically and mentally fit to work in arduous and hazardous environment
  • Working knowledge of English, both oral and written, and the ability to communicate clearly and concisely
  • Cultural sensitivity and political judgment
  • Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate Windows applications including word processing and email

Desirable:

  • Experience of working in Eastern Europe and/or knowledge of the region
  • Knowledge of Ukrainian and/or Russian languages is a distinct advantage
  • Experience in facilitating dialogue and applying mediation skills in practice
  • Possession of a valid automobile Class C driving licence is an advantage
 
 
 
 
Tasks and Responsibilities

Candidates who were nominated for the previous issuance of this vacancy are still under consideration and need not be re-nominated.

Selection of candidates is on-going and selected candidates will be deployed in batches even prior to the deadline date of the vacancy notice.

The assignment of the selected candidates will be initially until 30 September 2014, subject to extension.

In agreement with the Chief Monitor, selected candidates may be assigned to different posts such as Reporting Officer, Planning and Co-ordination Officer, Trend Analysis Adviser, Dialogue Facilitation Adviser, Human/Minority Rights Adviser and Political Analyst to reinforce the Mission's capacity. All of these posts are at the Senior Management (S3) level.

Under overall guidance of the Chief Monitor and direct supervision of the Team Leader, the Monitoring Officer performs the following specific responsibilities:

  1. Monitors and reports regularly on the security situation in the area of operation, including the overall situation in the crisis area, cases of security incidents, human rights and fundamental freedoms situation, and overall inter-ethnic relations;
  2. Maintains constructive contact, inter alia, with regional and local authorities, representatives of minority and religious groups, civil society and members of the local population;
  3. Liaises with other international organizations operating in the respective area of deployment;
  4. When necessary and appropriate, serves as an intermediary/mediator to facilitate dialogue on the ground in order to reduce tensions and promote normalization of the respective situation;
  5. Contributes to analytical work of the Team in his/her identified fields of expertise;
  6. Performs other duties as assigned.
