General Minimum Requirements

Please note:

Candidates are requested to fill in the OSCE Application Form providing the requisite level of detail about their professional experience, previous responsibilities, achievements and other relevant qualification.

Candidates who were nominated for the prior Vacancy Notice shall not be re-nominated.

Deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Selected candidates need to be prepared to be assigned to any location within the area of the mandate of the mission.

Potential applicants should be aware that this is a non-family duty station.

Initial duration of appointment/assignment for this post is until 31 March 2017, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • First-level university degree in a relevant field or equivalent advanced education
  • Minimum 6 years of relevant professional experience in any of the following fields: political and security issues, law enforcement, border monitoring, disarmament, demobilization and re-integration, dialogue facilitation, human rights, fundamental freedoms and minority issues
  • Professional fluency in the English language, both oral and written, and the ability to communicate clearly and concisely
  • Ability to establish contact and constructive relations with local population and officials
  • Demonstrable interpersonal skills and negotiating experience, preferably in the area of monitoring operations and/or related activities
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments
  • Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate Windows applications including word processing and email

Desirable:

  • Possession of a valid automobile 'Class C' driving licence is a definite advantage
  • Knowledge of Ukrainian and/or Russian languages is a distinct advantage
  • Experience in the use of Unarmed/Unmanned Aerial Vehicles (UAVs)
  • Experience of working in Eastern Europe and/or knowledge of the region
  • Experience in the monitoring of ceasefire regimes and/or the identification of weapons systems
 
 
 
 
Tasks and Responsibilities

Under the overall guidance of the Chief Monitor and direct supervision of the Team Leader, the Monitoring Officer performs the following specific responsibilities:

 

 

  1. Monitors and reports regularly on the security situation in the area of operation, including the overall situation in the crisis area, cases of security incidents, human rights and fundamental freedoms situation, and overall inter-ethnic relations;
  2. Maintains constructive contact, inter alia, with regional and local authorities, representatives of minority and religious groups, civil society and members of the local population;
  3. Maintains a high level of professionalism and displays strict adherence to the OSCE Code of Conduct and the wider organizational regulatory framework at all times;
  4. Performs duties in a timely, precise and professional manner showing resilience and flexibility in a potentially hazardous and challenging working environment;
  5. Liaises with other international organizations operating in the respective area of deployment;
  6. When necessary and appropriate, serves as an intermediary/mediator to facilitate dialogue on the ground in order to reduce tensions and promote normalization of the respective situation;
  7. Contributes to analytical work of the Team in his/her identified fields of expertise;
  8. Performs other duties as assigned.
