General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced education/certified training course in a relevant field desirable


Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Knowledge of international human and minority rights standards and the applicable laws in Ukraine
  • Knowledge and experience of working with minority communities
  • Professional fluency in the English language
  • Cultural sensitivity and judgment
  • Flexibility and ability to work under pressure and with limited time-frames
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate windows applications, including word processing and e-mail


  • Experience of working in Eastern Europe and/or knowledge of the region
  • Experience with the UN common system and/or other international organizations
  • Knowledge of the Ukrainian and/or Russian language
Tasks and Responsibilities

Under the guidance and direction of the Head/Chief Monitor and Deputy Chief Monitors, the Minority Rights Adviser:

  1. Establishes and maintains contacts with representatives of minority political parties, civil society;
  2. Maintains an up-to-date knowledge of minority rights situation in the Mission area;
  3. Identifies minority-related issues, analyzes their implications and provides the Mission with advice and recommended follow up;
  4. Contributes to the formulation of strategic planning by proposing the Mission policy directives and planning of action for immediate and long range solutions;
  5. Provides guidance and expert advice to the work of the Mission in the area of minority rights and affairs;
  6. Advises on Mission activities to facilitates dialogue and negotiated solutions between minority representatives and governmental actors;
  7. Designs capacity building activities targeting minority NGOs and Assembly Members and aiming at enhancing their lobbying and advocacy skills;
  8. Liaises with the High Commissioner on National Minorities (HCNM), other international organizations and civil society active in the field of minority rights;
  9. Performs other duties as assigned.

The assignment of the selected candidate will be initially until 31 March 2015, subject to extension.
