The general minimum requirements for working in this field of expertise are:

University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience

Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development

Demonstrable organizational, communication, analytical and interpersonal skills

Mission Specific Requirements |
Additionally, this particular post has specific requirements:
Mandatory:

Knowledge of international human and minority rights standards and of the applicable law in Ukraine

Knowledge and experience in working with minority communities

Working knowledge of the English language

Cultural sensitivity and judgment

Flexibility and ability to work under pressure and with limited time frames

Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity

Ability to operate windows applications, including word processing and e-mail
Desirable:

Experience of working in Easter Europe and/or knowledge of the region

Experience with the UN common system and/or other international organizations
-
Knowledge of the Ukrainian and/or Russian language

Tasks and Responsibilities |
Under the guidance and direction of the Chief Monitor and Deputy Chief Monitor, the Minority Rights Adviser:
-
Establishes and maintains contacts with representatives of minority political parties, civil society;
-
Maintains an up-to-date knowledge of minority rights situation in the Mission area;
-
Identifies minority-related issues, analyzes their implications and provides the Mission with advice and recommended follow up;
-
Contributes to the formulation of strategic planning by proposing the Mission policy directives and planning of action for immediate and long range solutions;
-
Provides guidance and expert advice to the work of the Mission in the area of minority rights and affairs;
-
Advises on Mission activities to facilitates dialogue and negotiated solutions between minority representatives and governmental actors;
-
Designs capacity building activities targeting minority NGOs and Assembly Members and aiming at enhancing their lobbying and advocacy skills;
-
Liaises with the High Commissioner on National Minorities (HCNM), other international organizations and civil society active in the field of minority rights;
-
Performs other duties as assigned.
A secondment for an initial period of up to six calendar months is foreseen, subject to extension.
