General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Officer / Warrant Officer training and/or university degree in a relevant technical field
  • Significant experience in arms control, peace-keeping operations and/or other relevant areas of military-related affairs
  • Experience in negotiations and liaison with governmental and military authorities
  • Ability to compile and analyse information of a political-military nature
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Military officer, minimum rank of Lieutenant Colonel, serving on the active or reserve list
  • Experience in military liaison/negotiations
  • Professional fluency, both oral and written, in English and Russian languages and the ability to draft documents clearly and concisely
  • Ability to operate Windows applications, including word processing, data bases, and e-mail
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgment

Desirable:

  • Knowledge of the regional political-military history and  recent developments in the mission area
  • Prior experience with CSBM (Confidence and Security Building Measures), CFE (Conventional Arms Forces in Europe) and the Vienna document would be an asset
  • Previous work experience preferably in an international environment or within operational missions
  • Working knowledge of Romanian language
 
 
 
 
Tasks and Responsibilities

Under the general direction and supervision of the Head of the OSCE Mission to Moldova and in close co-operation with the second Military Member, the Military Member:

  1. Represents the Mission at meetings of the Joint Control Commission (JCC), the Body responsible for overseeing the activities of the Joint Peacekeeping Force;
  2. Engages on behalf of the Mission in negotiations in the JCC and its subordinate working groups;
  3. Co-organizes and participates in inspections in the framework of the withdrawal and destruction process of Russian arms and ammunition;
  4. Engages in liaison with the Moldovan, Russian and Transdniestrian armed structures;
  5. Takes part in monitoring of the situation and the investigation of incidents in the region;
  6. Contributes to the Mission¿s reporting covering his/her field of responsibility;
  7. Contributes to the development of proposals for confidence building measures with respect to military and security forces;
  8. Advises the Head of Mission and other Mission members concerning military issues;
  9. Performs other duties in the fulfillment of the Mission¿s mandate as required.
