General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum six years of professional experience as a General Practitioner with knowledge of public health and primary health care as well as acute medicine and excellent diagnostic skills
  • Experience in working with international organizations
  • Excellent oral and written English communication skills and professional fluency in Ukrainian and/or Russian languages
  • Experience in management within the medical field and sound supervisory skills
  • Excellent team-building skills and the ability to explain to medical staff the need for concerted action to achieve optimum healthcare results for Mission members; and excellent interpersonal skills
  • Cultural sensitivity and political judgment
  • Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate Windows applications including word processing, excel and email
  • Valid driving license and willingness to travel throughout Ukraine.
 
 
 
 
Tasks and Responsibilities

Under the general administrative supervision of the Chief Fund Administration, the incumbent will provide medical assistance to Mission members and staff in the Mission area. Specifically, the Medical Officer:

  1. Provides medical consultancy services to OSCE staff to include prescriptions and dispensing of medicines, makes referrals to local hospitals, clinics or specialists and determines emergency medical situations, based on his/her knowledge of the adequacy of locally available facilities;
  2. Monitors and evaluates the adequacy and standards of the medical services being provided by OSCE locally contracted doctors in Ukraine as well as their professional competence;
  3. Advises and consults with the locally contracted doctors regarding medical related subjects, second opinions, referrals, medical evacuation etc.;
  4. Disseminates updated medical data and information from the World Health Organisation (WHO) and other agencies on the prevention and control of infectious diseases, immunisation and other related medical subjects;
  5. Drafts policy guidelines on medical operations for approval by senior management of OSCE Special Monitoring Mission in Ukraine and the OSCE Secretariat;
  6. Co-operates closely with medical officers working for other international organizations in the Mission area to coordinate medical policy, to exchange information on health threats, the local medical infrastructure, joint procurement and warehousing of medical instruments and supplies with the aim of joint purchasing to achieve savings;
  7. Participates in research and surveys if additional information on identified medical topics is required;
  8. Supervises one local Mission member;
  9. Performs related duties as required.
