Background

The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General and the Chairperson-in-Office (CiO) in relation to field-related activities and is the focal point in the Secretariat for co-ordinating and developing the OSCE's role in the politico-military dimension.

Within the CPC, the Operations Service covers a broad variety of tasks such as operational planning for the set-up, reorganization and closure of field operations, analysis related to early warning, conflict prevention, crisis management, conflict resolution and post-conflict rehabilitation, lessons learned and best practices, mediation support, operational liaison with other international organizations, and maintaining a 24/7 Situation/Communications Room. The Mediation Support Team within the Operations Service is the organization-wide focal point for mediation support.

 
 
 
 
Tasks and Responsibilities

The Operations Service (OS) within the Conflict Prevention Centre comprises a team of 18 staff members; the Mediation Support Team within CPC/OS consists of three staff members. Under the direct supervision of the Deputy Director of the Conflict Prevention Centre for Operations Service, the Mediation Support Officer will be responsible for providing analytical and operational support in developing and implementing a comprehensive and systematic mediation support capacity within the CPC.

Specifically, the Mediation Support Officer:

  1. Develops and contributes to the implementation of training and capacity building materials and activities on mediation, mediation-support and dialogue facilitation;
  2. Provides analysis, background material and operational support on mediation processes and advises on process designs and possible steps to be taken by OSCE Mediators, upon their request;
  3. Contributes to improving knowledge management with regard to mediation, mediation-support and dialogue facilitation while developing and maintaining a central depository for documents and lessons learned/best practices related to OSCE mediation activities;
  4. Contributes to policy advice and assistance to the Chairmanship and senior management of the Secretariat in the field of mediation and dialogue facilitation;
  5. Attends meetings, conferences and workshops relevant to mediation, mediation-support and dialogue facilitation and writes summaries, notes or reports for internal distribution;
  6. Establishes close working contacts on priority OSCE themes, particularly those in mediation, mediation and support, and dialogue facilitation, with OSCE institutions, thematic units and field operations as well as with appropriate international, governmental, non-governmental and academic organizations and institutions, as well as with prominent research centres;
  7. Performs other related tasks as assigned.
 
 
 
 
Necessary Qualifications
  • University degree in psychology, political science, international relations or related field
  • A minimum of six years of progressively responsible professional experience in mediation and/or mediation-support with a government agency, a national or international organization or a non-governmental organization
  • Experience of working in an international environment and/or in the field would be an important asset
  • Thematic expertise and familiarity with the relevant international efforts on mediation, mediation-support and dialogue facilitation
  • Demonstrated knowledge of methodologies for mediation as well as training and lessons learned and knowledge management
  • Excellent research and analytical skills
  • Excellent communication skills, both written and spoken, resourcefulness, team spirit and initiative
  • Ability to work independently, yet also as part of a team, and to organize a varied and heavy workload
  • Professional fluency in English and excellent drafting and writing skills in the English language; knowledge of another official OSCE language would be an asset
  • Ability to work with people of different nationalities, religions and cultural backgrounds
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
  • Ability to operate windows applications including word processing, spreadsheets, presentation programmes (e.g. Power Point) and experience in maintaining and updating databases
