General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in journalism, international relations or related field, communications, public relations, media studies or professional certification in journalism, public relations or media technology
  • Experience in working in or with the media or in public relations, particularly in gathering, organizing, editing and disseminating information
  • Excellent oral and written English communication skills, including the ability to prepare news- related documents and public presentations in simple, clear language for a broad non-diplomatic audience
  • Good analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Knowledge and experience with the print and electronic media production and the respective state of the art technology
  • Experience in working with public broadcasters
  • Experience with the digitalization of broadcast media
  • Proven experience in project management
  • Demonstrated supervisory experience
  • Professional fluency in English, both oral and written, and ability to communicate clearly and concisely
  • Sound analytical skills
  • Possesses negotiation and diplomatic skills and proven experience in this area
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Knowledge of OSCE principles and commitments
  • Excellent organizational skills, with ability to work under pressure, manage multiple tasks and process large amounts of information
  • Cultural sensitivity and judgment
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Experience in media regulatory affairs
  • Knowledge of the political situation in South Eastern European countries

 

 
 
 
 
Tasks and Responsibilities

Under the supervision of the Head of the Democratization Department, the incumbent is responsible for developing and administering media-related projects within the Department. In particular, the Media Development Officer fulfils the following tasks:

  1. Works on further developing the Albanian media institutions and legislation, harmonizing local media standards with European ones, strengthening independent media and media institutions, cultivating responsible media freedom and supporting good journalistic practice;
  2. Develops, administers and monitors the implementation of media development projects, as well as the support of local media;
  3. Administers and organizes training seminars and visits of delegations;
  4. Establishes and/or maintains contacts with directors, editors and journalists of the broadcasting and print media, i.e. radio and television stations in the Tirana area;
  5. Co-operates with International Organizations and NGOs present in Albania, and if necessary, with OSCE colleagues in neighbouring missions and the Office of the OSCE Representative on Freedom of the Media;
  6. Prepares and edits projects and reports as required;
  7. Attends meetings and represents the Media Development Unit as required;
  8. Supervises one staff member;
  9. Performs other duties as required.
