General Minimum Requirements

The general minimum requirements for working in this field of expertise are:

 

  • University education in logistics, business/public administration, engineering or related field or proven experience in any discipline of logistics management and support, such as procurement, mission management, inventory or warehouse management and support
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

Advanced degree in a relevant field

 

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

 

Mandatory:

 

  • Professional experience in material management and/or transportation and logistics - preferably in an international environment or within operational Missions
  • Experience with project management and design, as well as the ability to produce analytical reports
  • Professional fluency in the English and Russianlanguages, and the ability to draft documents clearly and concisely
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate Windows applications, including word processing and e-mail

 

 

Desirable:

  • Experience of working with ERP systems (Oracle preferred)
  • Knowledge of theTajik language or other local languages is desirable
  • Experience of working in the Central Asian region and/or knowledge of the region

 

 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Chief of Administration and Finance and the overall supervision of the Head of the OSCE Office in Tajikistan (Fund Manager), the Material Management Officeris responsible for implementing internal control systems to ensure proper material, asset, travel, transport and buildings management and procurement for the main office and the five field offices in accordance with organizational policies.

 

Specifically, the Material Management Officer:

 

  1. Ensures optimal and rational use of materials, equipment/assets and logistics support, by proposing standardization where appropriate and provides support in the planning and preparation of the budget;
  2. Proposes the scope of services for establishing service/maintenance related contracts;
  3. Supervises the asset management activities as well as advises on establishment of life expectancies for various types of equipment, and appropriate storage and disposal;
  4. Oversees warehouse maintenance and inventory tracking;
  5. Liaises with the OSCE Secretariat on equipment and supply matters and co-ordinates registration of all assets in the Oracle assets module;
  6. Manages the allocation, maintenance and repair of the Office's vehicle fleet; plans fuel disposal and vehicle records and liaises with the OSCE Secretariat on issues such as vehicle and road traffic accidents;
  7. Ensures smooth and cost effective implementation of transfers of equipment/vehicles between the main office and the field offices;
  8. Plans and manages the procurement of goods, services and commodities taking into account local economic and other conditions;
  9. Supervises the preparation of technical specifications and the bidding process and approves purchase requisitions and purchase orders in Oracle;
  10. Supervises the maintenance of all the Office's premises: assigning work to contractors, as required, and monitoring performance;
  11. Supervises the travel operations of the Office, including purchasing of tickets and requests for visas;
  12. Performs other duties as required.
