Legal Services provides advice and assistance on a wide range of legal issues to the Secretary General and the Secretariat's departments, the Chairmanship, the Institutions and field operations and, as required, to the Delegations. Currently, Legal Services comprises eight staff members.

Tasks and Responsibilities

Under the general supervision of the Head, Legal Services, the Legal Officer supports the work of Legal Services by providing legal advice to the Secretariat, to the field operations, to the Institutions, to the Chairmanship and to the Delegations on all legal issues relating to the functions, structure and activities of the Organization. Specifically, the successful candidate will be performing the following duties:

  • Providing legal advice on the elaboration, reviewing, interpreting and applying of regulatory framework of the Organization, including Staff Regulations, Rules and Instructions, Financial Regulations and other administrative issuances;
  • Reviewing, advising on, drafting and interpreting legal instruments, such as agreements, memoranda of understanding, or other legal materials relevant to the work of the Organization;
  • Reviewing, advising, drafting and negotiating contracts for the lease of premises and for the acquisition of goods, services, and or works, as well as on issues concerning intellectual property rights and insurance;
  • Providing legal advice on issues concerning the legal status and privileges and immunities of the OSCE and its staff;
  • Performing extensive legal research and analysis for the preparation of legal opinions, studies, reports or correspondence;
  • Examining claims by or against the Organization and its officials;
  • Supervising the work of the Legal and Administrative Assistants, as required, including assigning tasks and reviewing work;
  • Deputising for the Head, Legal Services as required;
  • Performing other duties as required, such as conducting presentations on legal issues for the internal and external parties.
Necessary Qualifications
  • University degree in law with specialization in international, commercial, labour or comparative law;
  • A minimum of six years of relevant professional experience, including four years at the international level;
  • Excellent interpersonal and analytical skills;
  • Professional fluency in English, with excellent oral and drafting skills; knowledge of other OSCE working languages is an asset; knowledge of German is desirable;
  • Ability to operate Windows applications including word processing and email;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
