The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. The ODIHR's assistance projects and other activities are implemented in participating States in accordance with the ODIHR's mandate.

The Office's democratization activities include the following thematic areas: rule of law, democratic governance and gender, migration and freedom of movement, and legislative support. The ODIHR implements targeted assistance programmes facilitating and enhancing participating States' compliance with OSCE commitments towards the development of democratic structures.

Tasks and Responsibilities

The incumbent works within the Legislative Support Unit, comprising six staff members placed in the Democratization Department, which, upon request, reviews legislation to assess compliance with international standards, particularly OSCE commitments.

Under the supervision of the Chief, Legislative Support Unit, the Legal Officer performs the following functions:

  • Preparing opinions and comments on questions of conformity of domestic legislation with OSCE commitments and other relevant standards, and following up on recommendations in such opinions/comments;
  • Responsible for further developing and updating the ODIHR legislative database (, including through the provision of legal analyses and abstracts;
  • Gathering information and conducting research on accountability and transparency in lawmaking; assisting in the preparation and conduct of assessments of the legislative process in individual OSCE participating States;
  • Monitoring legal reform affecting the rule of law and fundamental freedoms in the OSCE region;
  • Performing other related duties as assigned.
Necessary Qualifications
  • University degree in law;
  • A minimum of four years of professional work experience in law and some years of international experience;
  • Excellent knowledge of international human rights law;
  • Knowledge of legislative processes would be an asset;
  • Knowledge of computer applications, especially web-site maintenance, html language, word processing;
  • Political intuition and tact; organizational and strong analytical skills; resourcefulness, initiative and maturity of judgement;
  • Ability to work with minimum supervision; experience with working as part of a team is highly desirable;
  • Excellent working knowledge of English with a particular knowledge of technical legal terminology in use in the field of rule of law and human rights (including strong drafting skills) is required; knowledge of another OSCE working language would be an asset;
  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
