General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First level university degree or equivalent experience

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Good knowledge of international law and human rights protection
  • Excellent analytical skills
  • Excellent legal writing ability
  • Professional fluency in the English language, both oral and written
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgement
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Project management experience
  • Experience in drafting reports
  • Knowledge of the historical and current political situation in the Mission area
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of Rule of Law and Human Rights Department (RLHR), the incumbent performs the following duties:

  1. Conducts legal research on international and domestic legal standards relevant for judicial and legal reform activities as well as other issues of concern to the Mission;
  2. Advises and assists the Head of Department in designing and developing project proposals and project research, facilitates the implementation, organization and management of projects in the field of legal systems reform;
  3. Monitors, verifies and reports regularly on legal and human rights developments throughout all regions of Albania;
  4. Takes part in drafting and implementation of the projects in RLHR Departament;
  5. Maintains close contacts with governmental officials, international organizations, and specialised institutions dealing with legal developments in Albania;
  6. Represents the RLHR Department and the Presence at meetings, conferences and seminars, as required and appropriate, and organizes such events and meetings;
  7. Takes an active interest in furthering rule of law and protection of human rights in Albania and takes the initiative to suggest new areas of work or new methods of work in these fields;
  8. Performs other duties as assigned.
