General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First level university degree or equivalent experience

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • At least two years of professional experience in law, human rights or a related field
  • Professional fluency in English Language
  • Strong analytical, problem solving and writing skills
  • Demonstrated ability and willingness to work as a member of a team, with people of - different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgement
  • Flexibility and ability to work under pressure and within limited time frames
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • An advanced degree in law, human rights or a related field
  • Previous work experience in an international environment and/or experience in field missions, preferably in drafting of legislation and rule of law reports
  • Good knowledge of international human rights standards and rule of law principles
  • Knowledge of the regional political situation and the legal system of the mission area
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Chief of the Legislative Review Section, the Legal Officer, Legislative Review Section:

  1. Participates in the review of draft primary and secondary legislation as well as policies for compliance with rule of law principles and human rights standards;
  2. Monitors, analyzes and reports on a broad range of rule of law and human rights issues in Kosovo, including those in the context of implementing primary and secondary legislation;
  3. Provides rapid analysis on legal issues and follows up recommendations internally or with responsible external institutions;
  4. Takes part in drafting and implementation of Section's projects;
  5. Organizes meetings to follow up recommendations internally or with responsible external institutions;
  6. Informs and advises the Department/Division/Section about legal issues in Kosovo;
  7. Maintains knowledge of all areas of legislation in Kosovo;
  8. Provides legal advice to other units within the Mission;
  9. Performs any other duties as assigned.
