General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Practical experience in civil and/or criminal law
  • Experience in drafting reports, legal memoranda to clients, court briefs, or court decisions
  • Experience with courtroom proceedings
  • Knowledge of domestic or international human rights law
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgement
  • Flexibility and ability to work under pressure and with limited time frames
  • Professional fluency in the English language
  • Ability to operate windows applications, including Word processing and e-mail


  • Knowledge of the regional political situation and the legal system of the mission area
  • Experience in managing lawyers and support staff in case or project teams
  • Courtroom experience either as an advocate or judge's clerk
  • Experience in court monitoring and reporting
  • Project management experience
  • Previous experience in field missions, preferably in the South East European countries
  • Knowledge of a local language or most common lingua franca
Tasks and Responsibilities

The OSCE Mission in Kosovo, through its Legal System Monitoring Section, monitors the justice system to help ensure its compliance with applicable human rights and legal standards in Kosovo. The Mission's work focuses on monitoring, reporting and making recommendations to address identified shortcomings. It also includes advising and training judges, prosecutors and lawyers, as well as judicial and prosecutorial bodies. The Mission's monitoring reports examine judicial and prosecutorial practices, identify human rights concerns and suggest remedial actions for observed shortcomings. The reports cover diverse areas of the law such as: legal representation, independence and impartiality of the courts, detention issues, juveniles in the justice system, victims' rights, witness protection, property transactions, family law cases and other human rights and rule of law areas. In support of this work, and under the direct supervision of the Chief of Legal System Monitoring Section, the Legal Analyst:

  1. Conducts research and drafts reports on human rights and rule of law violations monitored by the Section;
  2. Conducts research and drafts thematic public reports on human rights and rule of law trends in the judicial system in Kosovo;
  3. Co-ordinates activities of the field legal system monitoring teams relating to assigned reports;
  4. Reviews and analyses daily and weekly reports produced by the field monitoring teams;
  5. Provides feedback, legal guidance, advice and mentoring to field monitoring teams;
  6. Contributes to the development of the Section's programmatic activities, including the development and implementation of projects designed to address identified human rights and rule of law shortcomings;
  7. Performs other duties as assigned.
