General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Experience in working with judicial and legal reform projects, especially in relation to capacity building of the judiciary
  • Knowledge of international and/or European standards and norms relevant for the judicial reform
  • Good drafting skills and the ability to tailor the reports and presentations to the needs of specific audience
  • Professional fluency in the English language, both oral and written
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities
  • Cultural sensitivity and judgment
  • Ability to operate windows applications, including word processing and e-mail
  • Flexibility and ability to work under pressure and with limited time frames
Tasks and Responsibilities

Under the direct supervision of the Senior Coordinator for Rule of Law and Human Rights, the Legal Adviser Judicial Reform:

  1. Monitors developments in Serbia's judicial sector, in particular the implementation of reform strategies, and proposes improvement as needed;
  2. Formulates activities to promote judicial and legal reform and to help implement strategies and laws under the Mission's mandate;
  3. Prepares reports and analysis of relevant laws, by-laws and legal practices, including the judicial framework, taking especially into account the compliance with relevant human rights standards, national legal system and international standards/best practices;
  4. Drafts strategic proposals to advise the government and the judiciary on the judicial and legal reform steps;
  5. Liaises and maintains technical level contacts with officials in Serbia, including the judiciary, relevant non-governmental organisations and international partners on technical and expert aspects of the judicial and legal reform initiatives;
  6. Oversees the implementation of the Department's judicial reform strategies/activities and supervises staff as assigned the Head of Department;
  7. Supervises 2 staff within the Judicial/Legal Reform Unit;
  8. Performs other duties as required.
