General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Sound knowledge of international standards regarding discrimination and how they interact with Bosnian and Herzegovina legislation
  • Knowledge of international legal procedure standards and instruments
  • Experience of building contacts and working effectively with a wide range of government officials, civil society advocates and organizations
  • Sound knowledge of international human rights standards
  • Demonstrable negotiation skills
  • Professional fluency in written and spoken English
  • Ability to operate windows applications, including word processing and e-mail
  • Sound knowledge and understanding of the political environment in which the OSCE Mission in Bosnia and Herzegovina operates
  • Ability and readiness to work in a stressful environment, ability to work under time constraints
  • Demonstrated ability and willingness to work with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity

 

Desirable:

Tasks and Responsibilities

Under the direct supervision of the Head of Economic, Social Rights and Equality Section, the Legal Adviser, Anti-Discrimination is responsible for implementing key aspects of the Human Dimension Department¿s work in identifying endemic discrimination against vulnerable groups throughout the country. The incumbent focuses on co-ordinating intervention strategies with human rights officers in the field and in head office, and in maintaining close and effective contact with relevant State and entity-level bodies. Specifically, the incumbent performs the following tasks:

  1. Reviews policies and plans related to discrimination against vulnerable groups in order to identify gaps or overlaps and devise effective strategies;
  2. Analyzes information provided by field officers through regular reports and field surveys, co-operates with the Equality Economic and Social Rights Coordinator to devise concrete recommendations, and works closely with field officers to translate these recommendations into effective intervention strategies at local level;
  3. Advises field officers on how to evaluate the impact of their local interventions, draws field evaluations together and ensures that examples of good practice are communicated throughout the field;
  4. Develops contacts with State-level institutions responsibile for protecting economic and social rights and maintains these relationships to ensure that human rights standards are mainstreamed into the work of these institutions;
  5. Works closely with the Senior Human Rights Officers and Human Rights Officers in the field to keep track of policy developments at entity, cantonal and municipal levels, assess the impact of these developments on overall policy, and advises on appropriate strategies to address any issues that arise;
  6. Works with other international actors to co-ordinate strategies to improve respect for the rights of vulnerable groups;
  7. Works with civil society to develop effective advocacy strategies that coalesce with the priorities and implementation strategies of the Human Dimension Programme;
  8. Drafts or contributes to the drafting of key reports addressing aspects of discrimination in Bosnia and Herzegovina;
  9. Represents the Mission in meetings at State level, and with international actors;
  10. Performs any other duties as required.
