General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • At least six years of relevant professional experience in democratization activities and/or experience of working with parliamentary institutions at the national and/or international level
  • Experience in liaising with governmental and non-governmental organizations
  • Project management experience, including development, implementation and monitoring, preferably of project activities related to democratic institutions and political participation
  • Ability to establish contact and maintain regular relations with civil society and political parties as well as the ability to work with government officials and institutions
  • Excellent public speaking skills
  • Ability to monitor, report and analyse various legislative acts being discussed in the Kyrgyz parliament
  • Knowledge of regional political developments in Central Asia
  • Knowledge of the OSCE principles and commitments
  • Flexibility and ability to work under pressure and with limited time frames
  • Cultural sensitivity and judgement
  • Professional fluency in the English language, both oral and written, and the ability to draft reports clearly and concisely
  • Professional Fluency in the Russian language, both oral and written
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate windows applications, including word processing and e-mail
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Head of the Politico-Military Unit, the Institution Building Officer:

  1. Assesses and reports on issues pertaining to democratic institutions and political participation, including drafting of relevant background papers and providing input to the Centre's regular reporting;
  2. In co-ordination with the Head of the Politico-Military Unit, leads the development, co-ordination and implementation of projects related to democratic institutions and political participation;
  3. Ensures that all projects under his/her direct supervision are adequately monitored, controlled and reported on;
  4. Assists in arranging OSCE events, inter alia, visits to the area by OSCE delegations, as well as other events with OSCE participation;
  5. Identifies local and international stakeholders relevant to the fulfilment of the programme and maintains regular communication with them;
  6. Supervises one staff;
  7. Performs other duties as required.
