General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in journalism, international relations or related field, communications, public relations, media studies or professional certification in journalism, public relations or media technology
  • Experience in working in or with the media or in public relations, particularly in gathering, organizing, editing and disseminating information
  • Excellent oral and written English communication skills, including the ability to prepare news- related documents and public presentations in simple, clear language for a broad non-diplomatic audience
  • Good analytical and interpersonal skills
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


First level university degree or equivalent experience


Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Previous experience working with public information, reporting and journalism
  • Knowledge of the mandate and work of the OSCE as pertaining to at least one of the four broad fields of democratic governance, rule of law, education and human rights
  • Professional fluency in the English language, both oral and written, good communication skills, including the ability to prepare news- related documents and public presentations in simple, clear language for a broad non-diplomatic audience
  • Interpersonal skills and the ability to establish and maintain effective working relations with client groups
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, gender and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate Windows applications, including word processing and e-mail
Tasks and Responsibilities

Under the supervision of the Senior Information and Coordination Officer of the Human Dimension Department, the incumbent works with regular and ad-hoc reporting and public information mechanisms and issues to ensure that the programmatic activities of the department are properly promoted to internal and external audiences. This includes the development and maintenance of appropriate resources, manuals, presentations and other information tools. The Information Officer is also responsible for providing advice related to reporting, external communication and related issues to the Supervisor.

Specific duties include:

  1. Drafts and conducts substantive editing on external reports and publications and other public information materials;
  2. Develops and/or maintains informational brochures on Human Dimension Department programmatic themes as a means to better promote the work of the Department, increase the overall visibility of the Mission and inform internal and external audiences on the Mission's core objectives and focus areas;
  3. Drafts articles on Mission activities in the form of feature stories, newsletters or magazine articles;
  4. Assists with collecting, synthesizing and harmonizing inputs from programmatic focal points to produce regular internal departmental reports;
  5. Co-ordinates production, design and printing of departmental public reports, external publications and other print and multimedia information materials in close collaboration with the Supervisor, relevant Human Dimension Department focal points and the Mission's Press Unit;
  6. Develops and maintains reference materials and presentations aimed at better informing departmental staff regarding reporting and public information procedures and ensuring improved promotion of the department's programmatic activities. Participates in Head Office and Field Office training exercises as requested;
  7. Assists the supervisor and the Mission's Press Unit in developing and implementing internal and external departmental communication strategies and action plans;
  8. Provides advice to the supervisor on reporting and general public information needs and challenges, including specialized communication components to enhance reporting products and services;
  9. Performs other tasks as required.
