General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • University degree in Information Technology, Demography, Statistics, Social Sciences or other related field(s)
  • Knowledge of different data collection methodologies
  • Proven skills to analyse statistical information
  • Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa
  • Experience in developing and implementing operational, logistics and administrative plans
  • Ability to brief complex plans comprehensively, accurately and coherently
  • Demonstrated excellent organizational and analytical skills
  • Excellent communication, presentation and team-building skills
  • Ability to work with minimum supervision in an environment where rapid response to emergencies is essential
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments
  • Excellent oral and written communication skills in English
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and political judgement
  • Ability to operate Windows applications, including word processing and email, and excellent PowerPoint presentation skills


  • Experience in working in Eastern Europe and/or knowledge of the region
  • Experience in working with international organizations
  • Working knowledge of the Ukrainian and/or Russian language(s)
Tasks and Responsibilities

Initial duration of appointment/assignment for this post is until 31 March 2016, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Potential applicants should be aware that this is a non-family posting.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Under the direct supervision of the Senior Information Management Officer, the Information Management Officer:

  1. Provides advice on the development of Information Management Cell's plans, ensuring coherence with the Mission's overall strategic direction;
  2. Contributes to the implementation and operationalization of the mission operation-specific Information Management strategy;
  3. Contributes to the preparation of Mission-wide plans on, inter alia, command and control, operational support, technical and expert support deployments, personal security (in co-ordination with the Special Monitoring Mission's regional security advisers), logistics and administration;
  4. Operationalizes mission-specific common data standards and promote them with field locations;
  5. Compiles, aggregates and analyses data and information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data;
  6. Supports the operation in the analysis of processed data and information and performs data quality and consistency control;
  7. Provides information management support to Needs Assessment processes, specifically in data collection, processing/collation and analysis;
  8. Works closely with relevant departments/units in the Special Monitoring Mission Headquarter (SMM HQ) to determine necessary support requirements;
  9. Travels frequently within Ukraine including the Eastern Oblasts;
  10. Performs other duties as required.
