General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First level university degree or equivalent experience

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Previous international work experience and/or experience in field missions, preferably in the area of Human Rights
  • Report writing experience
  • Working knowledge of International Human Rights Standards
  • Strong analytical and organizational skills
  • Flexibility and ability to work under pressure and with limited time frames
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Professional fluency in oral and written English
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Knowledge of the regional political situation and the legal system of the mission area
  • Knowledge of the local language or most common lingua franca spoken in the mission area
  • Knowledge of the international and European legal standards
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Chief of Analysis and Reporting Cell, the Human Rights Legal Officer:

  1. Acts as the focal point for compiling and editing regular reports concerning the activities of the Department of Human Rights and Communities;
  2. Although the main emphasis of the work will be on reporting, responsibilities of the incumbent will also include legal research and analysis in areas such as applicable local and international legal instruments and human rights standards;
  3. Assists programmatic Sections within the Department of Human Rights and Communities in planning monitoring exercises and producing human rights analysis which will serve as the platform for programmatic activities;
  4. Assists Department staff in planning and drafting ¿ including editing and revising ¿ reports as necessary to ensure consistency with OSCE reporting standards;
  5. Provides capacity building/training for programmatic Section within the Department of Human Rights and Communities to improve the overall quality of reporting and compliance with OSCE reporting guidelines;
  6. Performs other tasks as assigned.
