General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

    • University education in human resources, personnel management, public/business administration, or related field or proven professional experience in personnel management and administration, including recruiting, contracting and entitlements administration
    • Strong analytical and problem solving skills
     
     
     
     
    Level of Professional Competence Requirements

    Furthermore, this level of responsibility requires the following:

    Education:

    Advanced degree in a relevant field

    Experience:

    Minimum 6 years of relevant professional experience

     
     
     
     
    Mission Specific Requirements

    Additionally, this particular post has specific requirements:

    Mandatory:

    • Experience in human resources management in national structures or with an international organization
    • Organizational, analytical and problem-solving skills and the ability to work under pressure when necessary
    • Communication and inter-personal skills, coupled with the ability to take initiative
    • Professional fluency in English, both oral and written, with the ability to write clear and coherent reports
    • Ability to operate Windows applications, including spread sheets, word processing and e-mail and Internet
    • Ability to adjust to a mission environment
    • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity

    Desirable:

    • Knowledge of other official OSCE languages
    • Knowledge of the local languages
    • Experience working with Oracle
     
     
     
     
    Tasks and Responsibilities

    The Human Resources Officer plans, organizes and manages the work of the Human Resource Unit. The incumbent is responsible for overseeing recruitment, administration of entitlements of international seconded and contracted mission members, staff training and welfare, as well as advising the Chief Fund Administration on human resources policies and practices. Under the supervision of the Chief Fund Administration, the Human Resources Officer has the following specific responsibilities:

    1. Ensures the correct and consistent application of OSCE Staff Rules and Regulations as well as other relevant procedures
    2. Oversees the administration of all categories of staff and advising them of their benefits and entitlements
    3. Advises on disciplinary matters in accordance with established policies and procedures
    4. Participates in the annual budget submission
    5. Oversees the administration of the payroll for the Presence and liaises with the OSCE Secretariat on relevant matters
    6. Serves as a focal point for the training programme in the Presence, designs and implements the induction programme for new mission members
    7. Is responsible for timely recruitment of national and international Mission Members as well as of staff for short-term assignments and consultants in co-operation with the Recruitment Section in the OSCE Secretariat
    8. Performs other duties as required
