General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Previous working experience in the field of human rights and rule of law, including monitoring, analyzing and reporting on relevant legislation and issues of human rights and fundamental freedoms
  • Excellent drafting, analytical and communication skills
  • Experience in liaising with representatives of governmental and non-governmental structures
  • Knowledge of international human rights standards and OSCE human dimension commitments, as well as mechanisms of implementation
  • Ability to identify and analyze emerging human rights problems and propose solutions
  • Solid experience in project management and development
  • Professional fluency in the English language, both oral and written and the ability to report clearly and concisely
  • Working knowledge of the Russian language
  • Excellent communication and drafting skills
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Tact and diplomacy in dealing with senior officials, government representatives, non governmental organizations as well as the local population
  • Ability to operate windows applications, including word processing and e-mail
  • Flexibility and ability to work under pressure and with limited time frames.

Desirable:

  • Working experience in the CIS, particularly in Central Asia, and/or knowledge of the region
  • Experience of working in international organizations, operational missions or governments
 
 
 
 
Tasks and Responsibilities

Under the general direction and supervision of the Head of the OSCE Centre in Bishkek and the immediate supervision of the Senior Human Dimension Officer, the incumbent performs the following duties:

  1. Monitors, analyzes, advises and reports on the human rights and fundamental freedoms situation, including in the area of elections, civil and political rights, combatting trafficking in human beings, and gender mainstreaming;
  2. Participates in developing, co-ordinating, implementing and monitoring the Centre's Human Dimension projects in response to identified needs and priorities;
  3. Establishes and maintains contacts with and between national authorities, non-governmental organizations (NGOs), universities and research institutions as well as with international organizations and other field operations on human rights-related issues;
  4. Ensures co-ordination of activities with OSCE institutions, especially with the OSCE Office for Democratic Institutions and Human Rights (ODIHR), and external partners;
  5. Develops a cross-dimensional human rights approach for the Centre's projects to address human rights and fundamental freedom issues and ensures human rights mainstreaming into activities;
  6. Provides assistance in arranging OSCE regional events, inter alia, regional seminars and visits to the area by OSCE delegations, as well as other events including OSCE participation;
  7. Performs other related duties as required.
