General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition;
  • Possession of a valid automobile driving license and ability to drive using manual transmission;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure.

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced university degree in security studies, or a related discipline. Expertise or formal training in counter-terrorism is an asset.


A minimum of 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position. Extensive experience in the field of security policy and politico-military affairs with appointments in relevant national and international agencies.

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Senior serving or retired police, military or security agency officer or suitably qualified civilian;
  • Strong understanding of both the security sector situation in Bosnia and Herzegovina, particularly its institutions and bodies, and the overall political situation;
  • Comprehensive understanding of policy matters both within European and Euro-Atlantic security and defence structures;
  • Demonstrated understanding and experience of the comprehensive approach to security and the concept of inclusive security;
  • Experience in programme planning and management; managerial experience;
  • Knowledge of the General Framework Agreement for Peace in BiH and key OSCE politico-military documents;
  • Professional fluency in English, both oral and written; working knowledge of the local languages is desirable; experience in memorandum and report writing;
  • Ability to operate Microsoft Office applications, including word processing and email;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity.
Tasks and Responsibilities

The Security Co-operation Section is the focal point in the Mission for activities and support in developing the BiH National capacity in the security sector. The Head of the Security Co-operation Section leads and supervises the work of the section on all security sector activities. He/she advises the Head of Mission (HoM), Deputy Head of Mission (DHoM) and other senior mission officials, and other organizations as required, on all relevant security policy issues. He/she is responsible for the effective operational and administrative running of the Section. He/she ensures that activities are implemented in line with project objectives and priorities, and in adherence to the OSCE Project Cycle Management System. The Head of Security Co-operation Section engages in long-term planning, in developing policy, programmes and projects and in budget and personnel matters. Specific duties include:

  • Developing, implementing and evaluating policy, projects and activities related to the Mission's security sector work;
  • Directing and supervising the work of the Security Co-operation Section to ensure  that programmed activities are carried out in a timely, efficient and effective manner;
  • Providing expert security sector advice to the Head of Mission, Deputy Head of Mission, mission senior staff and other organizations as required; providing advice in relation to all areas of the security sector with particular focus on counter-terrorism, security sector governance and reform and arms control;
  • Representing the Head of Mission and Deputy Head of Mission as necessary at related forums in BiH and abroad;
  • Maintaining appropriate liaison with relevant international organizations, domestic institutions including security and defence related bodies, relevant embassies and other groups as required;
  • Providing guidance to all staff of the Section to facilitate achievement of established goals; facilitating or initiating formulation and dissemination of guidelines and other tools to set standards for security sector activities; ensuring the Section's compliance with organizational policies and principles; supervising six staff members;
  • Providing appropriate input for the Section's budget and personnel planning;
  • Performing other duties as required.
