General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Officer / Warrant Officer training and/or university degree in a relevant technical field
  • Significant experience in arms control, peace-keeping operations and/or other relevant areas of military-related affairs
  • Experience in negotiations and liaison with governmental and military authorities
  • Ability to compile and analyse information of a political-military nature
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Previous significant experience in analyzing political developments and policy formulation
  • Experience in arms control, peace keeping operations and/or relevant areas of military-related affairs
  • Experience in negotiations and liaison with governmental and military authorities
  • Management and leadership qualities including ability to establish and maintain effective working relationships with people of different national and cultural backgrounds
  • Experience of working in a programmatic/strategic planning role using a result-based management approach
  • Thorough understanding of multi-disciplinary issues in international co-operation and development
  • Professional fluency in English and the ability to draft documents clearly and concisely
  • Strong communication and analytical skills
  • Demonstrated ability and willingness to manage and work as a member of a team, with people of different cultures and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity
  • Cultural sensitivity and judgment
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Working level knowledge of one of the local languages (Russian or Tajik)
  • Working experience in one or more of the main functional areas of the Office's mandate, preferably in an international environment
  • Working experience in field missions, preferably in Central Asia or South Caucasus.
 
 
 
 
Tasks and Responsibilities

The Head of the Politico-Military Unit provides support and advice to the Head of Office (HoO) and Deputy Head of Office (DHoO) on all major political issues. Under the supervision of the Head of Office and Deputy Head of Office, the incumbent performs the following functions:

 

  1. Manages the Politico-military Department and provides direction to its activities in accord with the office mandate;
  2. Co-ordinates and monitors the development and implementation of activities and project related to small arms and light weapons, action against terrorism, police reform, border security and management, mine action, SCBM, national political dialogue;
  3. Supervises and analyses reports on political and security developments related to the field;
  4. Informs senior management of political priorities, identifies priority projects and important cross-border departmental issues, participates in and contributes to planning initiatives for the Office;
  5. Reviews, approves or submits for approval strategies, concepts and approaches to meet new challenges, prepares detailed proposals on policy issues related to the priorities of the Office;
  6. Co-ordinates co-operation and work on major political issues with local governmental and non-governmental actors, political parties and entities, communities, regional and international stakeholders; participates in inter-agency meetings and advises on political and security issues of common concern;
  7. Assists in arranging OSCE regional events, inter alia, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
  8. Supervises 47 staff members (7 international and 40 national);
  9. Performs other duties as required.
