General Minimum Requirements

The general minimum requirements for working with the OSCE are:


  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:


  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:



Police administrative courses in relevant field and specialized subject area



Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

Mission Specific Requirements

Additionally, this particular post has specific requirements:



  • Familiarity with all areas associated with police training, quality control, audit and review
  • Supervisory and management experience in an operational/active national police environment
  • Familiarity with political developments in the region
  • Professional fluency in the English language, both oral and written
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and diverse views, while maintaining impartiality and objectivity
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities
  • Ability to operate Windows applications including word-processing and e-mail



  • Advanced training and high level of expertise in at least one area of policing
  • Previous liaison experience with non-law enforcement organizations, (e. g. local and/or national governmental agencies, social service bodies or non-governmental organizations)
  • Knowledge of OSCE structures, institutions and field activities


Tasks and Responsibilities

Under the supervision of the Head of Mission (HoM) and Deputy Head of Mission (DHoM), and in accordance with the mandate of the OSCE Mission to Serbia, the Head of the Law Enforcement Department is responsible for the development and implementation of the Mission's police affairs programme and more specifically:

  1. Acts as the representative of the HoM for contacts with senior officials of the Ministry of Interior, police officials and other officials dealing with police issues, and articulates Mission policy on police matters to the above mentioned officials;
  2. Provides advice and assistance to the Ministry of Interior of Serbia;
  3. Plans, implements, conducts and evaluates police programmes in Serbia;
  4. Is responsible for supervising assessments of policing requirements;
  5. Supervises assessment of current training being delivered and develops reform initiatives as required;
  6. Identifies problems and weaknesses in the Law Enforcement Department's activities and recommends solutions and improvements;
  7. Supervises18 international and and 24 local staff of the Law Enforcement Department;
  8. Performs other duties as assigned.
