General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum of six years of progressively responsible professional experience in at least two of the following human dimension areas: democratization, human rights, fundamental freedoms
  • Demonstrated experience for a minimum of three years in managing an office, unit or other staff
  • Experience in project management, preferably in line with performance based programme budgeting
  • Demonstrated ability to prepare and supervise the preparation of project documents, reports, and policy notes
  • Demonstrated ability to liaise, co-ordinate and establish effective partnerships with relevant stakeholders, including State, non-State actors, intergovernmental and non-governmental organizations
  • Advanced problem solving and decision making skills and able to work on his/her own initiative and with the minimum of supervision
  • Flexibility and ability to work under pressure and within limited time-frames
  • Ability to establish and maintain effective working relations with people of different national and cultural backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
  • Professional fluency in the English language
  • Ability to operate Windows applications, including word processing and email

Desirable:

  • Working knowledge of Azerbaijani, Turkish or Russian language
  • Experience of working with international organizations or NGOs in the development and delivery of human dimension initiatives
  • Significant experience in developing and implementing capacity building activities
  • Knowledge of regional political developments and issues related to human dimension matters in the South Caucasus
  • Understanding of the concepts and working practices associated with freedom of the media, journalistic professionalism and ethics, freedom of information and the rule of law
 
 
 
 
Tasks and Responsibilities

Under the direction of the Project Co-ordinator and in accordance with the mandate of the OSCE Project Co-ordinator in Baku, the Head of the Human Dimension Unit performs the following tasks:

  1. Manages the Human Dimension Unit, including strategic planning, programming and budgeting, administration, and co-ordinating and supervising the work of the Unit's staff;
  2. Identifies, develops, implements, monitors and evaluates programmatic activities and projects on human dimension issues which take account of the needs and priorities of the host Government, correspond to the implementation of OSCE commitments and other internationally recognized standards, and are within the frame of the Project Co-ordinator's mandate and available resources. Such human dimension issues may include freedom of the media, journalistic professionalism and ethics, freedom of information, democratization, fundamental freedoms, the rule of law and legal reform;
  3. Provides advice and support to the host country on human dimension issues, with a focus on co-operation within and between national and local authorities as well as co-operation with relevant civil society and international stakeholders;
  4. Establishes and maintains regular contacts with senior government officials of the relevant Ministries, the Milli Mejlis (Parliament), the Ombudsman, the Central Election Commission and other national and local officials, as well as, universities, research institutions and non-governmental bodies dealing with human dimension issues. In this context, acts as the representative of the Project Co-ordinator and advises on the Project Co-ordinator's programme/strategy on human dimension matters when and as necessary;
  5. Liaises with international organizations and agencies and other donors on programmatic activities in the human dimension;
  6. Establishes and maintains regular contacts with other OSCE executive structures dealing with human dimension issues, co-ordinating with them the implementation of programmatic activities involving the host country when and as necessary;
  7. Advises the Project Co-ordinator on issues in the human dimension in such areas as the development of policies, programmes and projects as well as in management and administration;
  8. Represents the OSCE at external events in connection with the human dimension programmatic work;
  9. Performs other duties as required.
