General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in economics, regional planning and development, environmental studies or related fields, or equivalent professional experience in such areas
  • Work experience in the fields of economics, business development, regional planning and development or environmental development and protection
  • Experience working with developing or transitional economies
  • Communication, interpersonal and analytical skills
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced education/certified training course in a relevant field desirable


Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Minimum six years of progressively responsible and diversified professional experience as an adviser in one or more of the following areas: good governance, economic development, environmental security, anti-corruption and property reform
  • Demonstrable experience for a minimum of three years in managing an office, or unit or staff, including recruitment, personnel and budgetary matters
  • Experience with strategic planning, programme management as well as assessment skills
  • Demonstrated ability to prepare and supervise the preparation of project documents, reports, and policy notes
  • Professional fluency in English, with excellent communication and drafting skills, including the ability to review and edit documents to ensure compliance with the OSCE's high standards
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Demonstrated ability to liaise, co-ordinate and establish effective working relationships with relevant stakeholders
  • Ability to operate Windows applications including word processing and email


  • Previous experience in field missions
  • Work experience in South-Eastern Europe
  • Knowledge of Albanian
Tasks and Responsibilities

Under the direct supervision of the Head of Presence, the Head of Governance, Economy and Environmental Issues Department performs the following duties:

  1. Manages the Governance in Economic and Environmental Issues Department, including annual strategic planning and budgeting, programming, evaluation and administration as well as leading and overseeing the work of the Department staff;
  2. Develops, in consultation with relevant stakeholders, including State and non-State actors, strategies to support national efforts to promote good governance and best practices in decentralisation and economic and environmental issues, to prevent and fight trafficking in human beings, and corruption, in compliance with the OSCE commitments and other international standards;
  3. Provides strategic guidance to the Head of Presence related to the work of the Department;
  4. Co-ordinates with national and international actors involved in the sector, including representing the Presence on relevant co-ordination bodies in Albania and internationally;
  5. Co-ordinates development and implementation of projects and fund-raising for the Department's activities;
  6. Supervises seven staff members;
  7. Performs any other duties as required.
