General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in economics, regional planning and development, environmental studies or related fields, or equivalent professional experience in such areas
  • Work experience in the fields of economics, business development, regional planning and development or environmental development and protection
  • Experience working with developing or transitional economies
  • Communication, interpersonal and analytical skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • University education in law or significant work experience in criminal justice and/or law enforcement
  • A minimum of three years of professional experience at a management and policy making level preferably within an international environment
  • Professional experience in one or more of the following areas: economics, environment, anti-corruption compliance, law, property reform, local government, and anti-trafficking
  • Demonstrable management experience
  • Experience with strategic planning, programme management as well as assessment skills
  • Experience in dealing with financial issues
  • Professional fluency in the English language
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Ability to operate Windows applications including word processing and email

Desirable:

  • Previous experience in field missions
  • Work experience in South-Eastern Europe
  • Knowledge of Albanian or the most common lingua franca spoken in the Mission area
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of Presence, the incumbent performs the following duties:

  1. Carries responsibility of all staffing and administration aspects of the Department;
  2. Develops, co-ordinates and monitors the implementation of all Departmental objectives ensuring full compliance with all relevant national legislation;
  3. Provides strategic guidance to the Head of Presence related to the work of the Department;
  4. Co-ordinates with national and international actors involved in the sector, including representing the Presence on relevant co-ordination bodies in Albania and internationally;
  5. Co-ordinates project development and fund-raising for the Department's activities;
  6. Supervises seven staff;
  7. Performs any other duties as required.
