General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum six years of international field work experience as well as working in multi-national teams
  • Experience with political data collection and analysis, including the production of reports, verbal and written briefings
  • Demonstrated understanding of regional issues in the field of human rights, education and good governance
  • Demonstrated understanding of the political situation in Bosnia and Herzegovina and the barriers to democratic progress
  • Demonstrated ability and willingness to work as a team member and with people of different cultural and religious backgrounds and diverse political views, while maintaining impartiality and objectivity, with tact and diplomacy in dealing with both external persons and multinational staff
  • Strong interpersonal skills; ability to work independently and to participate effectively in a team-based information sharing environment
  • Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of the OSCE operations
  • Excellent organizational skills, with ability to work under pressure, manage multiple tasks and process large amount of information
  • Professional fluency in the English language, both oral and written
  • Ability to operate windows applications, including word processing and email

Desirable:

  • Knowledge of the local language or most common lingua franca spoken in the Mission area
 
 
 
 
Tasks and Responsibilities

Under the supervision of the Senior Human Dimension Officer (SHDO), the Head of Field Office (HoFO) is responsible for the day to day management and co-ordination of Human Dimension programme staff within his /her Field Office area of responsibility. Specific tasks include:

 

  1. Supervises all Human Dimension Programme staff in the Field Office to ensure that there is co-ordinated and integrated programme implementation in accordance with agreed priorities;
  2. Monitors and advises SHDOs/Head Office on progress against programme objectives;
  3. Ensures that the Department's resources are used effectively and efficiently to achieve the Human Dimension programme objectives and examines budget requests;
  4. Liaises with non-governmental and international organizations active in sectors relevant to the Human Dimension Programme in the Field Office area of responsibility (AoR);
  5. Monitors political developments within his/her AoR to identify events or trends relevant to the Mission's political and programmatic objectives; prepares reports;
  6. Analyzes key challenges in the AoR to contribute to the development of field office strategies;
  7. Provides advice, in consultation with the SHDO, to senior management on measures to address political obstacles to programme implementation and to enhance the political impact of programmatic activities;
  8. Performs other duties as required.
