General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in economics, regional planning and development, environmental studies or related fields, or equivalent professional experience in such areas
  • Work experience in the fields of economics, business development, regional planning and development or environmental development and protection
  • Experience working with developing or transitional economies
  • Communication, interpersonal and analytical skills
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced education/certified training course in a relevant field desirable


Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Management and supervisory experience
  • Strong background in project development and experience in identifying potential relevant programmes and projects, and their subsequent implementation and monitoring
  • Experience in analytical reporting
  • Ability to establish contact and develop confident relations with government officials and institutions, as well as civil society
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Flexibility and ability to work under pressure and with limited time frames
  • Professional fluency in the English language, both oral and written
  • Ability to operate Windows applications, including word processing and e-mail


  • Working knowledge of the Russian and/or Tajik languages
  • Experience in negotiation/mediation
  • Prior work experience in field missions, preferably in Central Asia or South Caucasus
Tasks and Responsibilities

Under the direct supervision of the Deputy Head of Office, the incumbent will be responsible for the management of the Office of Economic and Environmental Affairs in Tajikistan. Specifically, the Head of Economic and Environmental Department:

  1. Co-ordinates the Office's economic and environmental activities in accordance with the Office's mandate;
  2. Assists the OSCE Field Offices and Tajik partners in developing, drafting (narrative and financial), co-ordinating and implementing projects within the Economic and Environmental Dimension;
  3. Drafts project proposals when appropriate and monitors implementation of projects in the field;
  4. Establishes and maintains close contacts on economic issues with relevant agencies of the host government, universities, research institutions and NGOs as well as international organizations; participates in donor co-ordination meetings;
  5. Maintains contact and exchanges information with the Office of the Co-ordinator of Economic and Environmental Affairs in the Secretariat;
  6. Assesses and reports on economic and environmental issues relating to the Mission's mandate to foster discussion within the OSCE on economic and environmental problems in Tajikistan, their causes and potential consequences;
  7. Keeps abreast of and analyzes economic and environmental developments in Tajikistan;
  8. Assists in arranging OSCE regional events, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
  9. Directly supervises six staff;
  10. Performs other duties as required.
