General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced degree in a relevant field


Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Previous working experience in the field of democratization, human rights, civil society development, governance and/or minority protection, preferably in an international organization
  • Experience in dealing with democratic political processes
  • Working experience with strategic planning, programme management as well as needs assessment skills
  • Experience in project and personnel management, administration and budget procedures
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Professional fluency in the English language, both oral and written
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate Windows applications, including word processing and e-mail


  • Knowledge of the historical and political situation in Serbia and South-Eastern Europe
Tasks and Responsibilities

Under the direct supervision of the Head of Mission (HoM), and in accordance with the mandate of the OSCE Mission to Serbia, the Head of the Democratization Department is responsible for developing and implementing the Mission's democratization programme. In particular, the Head of Democratization performs the following duties:

  1. Manages the Democratization Department in relation to policy formulation, strategic development, planning and reporting as well as provision of funds and fundraising for extra-budgetary projects;
  2. Acts as the representative of HoM for contacts with senior officials of the relevant ministries, governmental agencies, political parties and non-governmental organizations active in the field of democratization, and articulates the Mission's policy on democratization matters to the above mentioned officials;
  3. Advises and assists HoM and the Deputy Head of Mission (DHoM) in the effective advocacy of the department's goals and accomplishments;
  4. Provides direct input, advice and support, to the Democratization Department's staff, the Mission, the Secretariat and partner organizations, drawing on his/her experience and expertise;
  5. Liaises and co-ordinates with local and other international actors working in the field of democratization, including representing the Mission in expert forums within Serbia and internationally;
  6. Supervises eight staff members in the Democratization Department and maintains appropriate discipline;
  7. Reports directly to HoM and DHoM on issues related to the management of the Department, including on human resources and budgetary issues;
  8. Performs other duties as required.
