General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:


Advanced education/certified training course in a relevant field desirable


Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:


  • Previous work experience in the fields of elections, civil registry, civil society, parliamentary and media reform issues
  • Strong programme development and implementation background in the above fields
  • Experience in dealing with democratic political processes as well as a solid working understanding
  • Working experience with strategic planning, programme management and assessment skills
  • Professional fluency in the English language as well as excellent communication skills
  • Knowledge of OSCE principles and commitments
  • Ability to operate windows applications
  • Ability and willingness to work long hours in stressful circumstances, and ability to work with and motivate an international team with diverse skill levels
  • Demonstrated ability and willingness to work as a leader of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Ability to work co-operatively with other branches of the Mission and with other international and local organizations for common goals


  • Knowledge of Albania and the Albanian language
  • Previous international work experience in field missions
  • Work experience in South-Eastern Europe
  • Experience in dealing with financial issues would be an asset
Tasks and Responsibilities

Under the supervision of the Head of Presence, the Head of the Democratization Department is responsible for developing and implementing the Presence's democratization programme. The incumbent:

  1. Has overall responsibility for managing the democratization department, respective policy formulation, strategy development, planning and reporting as well as provision of funds;
  2. Advises and assists the Head of Presence in the effective advocacy of the department's goals and accomplishments;
  3. Adivises and provides support within his/her area of responsibility to the Democratization Department, Field and Head Office staff and partner organizations;
  4. Liaises and co-ordinates with other local and other international actors active in democratization work, including representing the Mission on relevant co-ordination bodies and expert forums within Albania and internationally;
  5. Co-ordinates project development and fund-raising for Democratization Department activities;
  6. Supervises 12 staff;
  7. Performs any other duties as assigned.
