General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory

  • At least 6 years of experience involving gender or anti-trafficking issues and programme management experience
  • Demonstrated command of project cycle management
  • Professional fluency in the English language, both oral and written
  • Demonstrated ability and willingness to work with people of different cultural and religious backgrounds, different gender and diverse political views while maintaining impartiality and objectivity
  • Flexibility and ability to work under pressure and with limited time frames
  • Good organizational skills
  • Ability to operate windows applications, including word processing and email

Desirable:

  • Previous international field work experience, preferably in the Commonwealth of Independent States (CIS), especially in Central Asia
  • Knowledge of the regional political situation and the legal system of the mission area
  • Demonstrated negotiation skills
  • Working knowledge of Russian or Persian/Tajik languages
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head, Human Dimension Department, the Gender and Anti -Trafficking Officer:

  1. Manages the day-to-day operations of the Gender and Anti-Trafficking Unit and the nationwide network of 12-member nongovernmental organizations that offer OSCE-supported women¿s resource center services;
  2. Monitors, analyzes and reports on equality of opportunity, women¿s participation in public and political life, gender policy and to address domestic violence and trafficking in human beings;
  3. Prepares Unit contributions to the annual departmental budget, Program Outline, Project Implementation Plan and Project Implementation Reviews submitted to the OSCE and the Government of Tajikistan, regular and periodic activity reports and other draft texts;
  4. Manages national staff in the Unit; provides guidance and constructive criticism; works to develop critical thinking, report writing and project management skills;
  5. Establishes and maintains contacts with national and local Tajik authorities, universities and research institutions, international organizations, embassies of foreign countries, Tajik and international Non Governmental Organizations (NGOs);
  6. Maintains close co-ordination with OSCE institutions;
  7. Works and liaises with colleagues to help ensure coherence and consistency of Office in Tajikistan programs and policies, as well as cross-dimensional and intra-dimensional programming;
  8. Supervises five mission members;
  9. Performs other related duties as required.
