General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in economics, regional planning and development, environmental studies or related fields, or equivalent professional experience in such areas
  • Work experience in the fields of economics, business development, regional planning and development or environmental development and protection
  • Experience working with developing or transitional economies
  • Communication, interpersonal and analytical skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First level university degree or equivalent experience

Experience:

Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Ability to interact with a diversity of interlocutors (i.e. communities, local institutions, national and international partners, etc.)
  • Proven ability to plan, coordinate and monitor own work and that of others
  • Experience in conducting field monitoring and evaluation of project activities
  • Ability to produce analytical reports, including previous international work experience in the preparation of comprehensive reports and analysis
  • Previous experience of working in a programmatic/strategic planning role
  • Some knowledge of the OSCE principles and commitments
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Flexibility and ability to work under pressure and with limited time frames
  • Willingness to travel extensively within Tajikistan
  • Professional fluency in the English language, ability to read and communicate in Russian and/or Tajik
  • Sensitive to gender issues and issues of concern to vulnerable groups
  • Ability to operate Windows applications, including word processing and e-mail

Desirable:

  • Experience in negotiation/mediation or working partnership building
  • Knowledge of regional political, economic or environmental history and developments
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Economic Officer:

  1. Supports the Economic Officer in the development, implementation and monitoring of project activities in the regions of Tajikistan;
  2. Establishes and maintains close contacts on economic issues with regional and local government officials, business associations, civil society representatives and OSCE Field Offices;
  3. Contributes with analysis on economic and social developments in Tajikistan;
  4. Represents the Economic Officer vis-à-vis local authorities, other local organizations and civil society, as well as international cooperation organizations of any kind;
  5. Performs any other duties as required.
