General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development
  • Demonstrable organizational, communication, analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Extensive work experience in the field of democratic governance and knowledge of human rights aspects on the local/municipal level, as well as practical work experience in development work with local government structures
  • Experience in co-ordinating field teams, monitoring human rights and good governance standards
  • Sound knowledge of the political environment of the OSCE Mission in Kosovo, including the mandate and structures of the international presence in Kosovo
  • Excellent organizational, interpersonal and diplomatic skills, as well as the ability to work under pressure and manage multiple tasks within limited time frames
  • Experience in project management
  • Ability to compile and edit analytical reports in English, including previous international work experience in the preparation of comprehensive reports and analysis
  • Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Professional fluency in the English language
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • International field work experience in the field of democratization, preferably in South-Eastern Europe
  • Knowledge of the local language or most common lingua franca spoken in the mission area
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Deputy Director and Director of the Democratization Department, the Field Activities Co-ordinator:

  1. Acts as the link between the Democratization Department and the Regional Centers (RCs)/Regional Offices (ROs) and as a focal point in the Mission for issues related to democratization of the work of the RCs/ROs in particular to support senior RC/RO field staff and Municipal Teams (MTs);
  2. In close co-operation with the Democratization Department's Chiefs of Section and Senior Democratization Officers, is responsible for tasking RCs/ROs in the organization of Headquarter (HQ) meetings with the RCs/ROs, the provision of feedback to queries and issues raised by RCs/ROs and in ensuring follow-up action;
  3. In close co-operation with the Democratization Department's Chiefs of Section, follows and monitors the implementation of the Department's project activities in RCs/ROs and advices the Department on qualitative issues regarding the implementation of projects;
  4. Supports the relevant Sections in the Democratization Department in the co-ordination of project activities implemented in the field and with Quick Impact Initiatives submitted by RCs/ROs;
  5. Supports the Democratization Department and its respective Sections in organizing and conducting internal planning workshops with particular focus on incorporating field perspective;
  6. Co-ordinates with the Human Rights and Communities Department and the Department for Security and Public Safety HQ on assignments and activities given to RCs/ROs in order to ensure the most efficient and effective usage of Mission resources;
  7. Organizes and participates in field visits relevant to the Democratization Department and any other meetings with RCs/ROs and Municipal Teams to ensure a co-ordinated interface between the Field and the Department;
  8. Ensures follow-up by the Democratization Department on issues raised by RCs/ROs which are of relevance to the Department, including the provision of advice to the field on the substance of interventions;
  9. In close co-operation with the Analysis and Reporting Cell of the Democratization Department, co-ordinates the work with colleagues from other Sections within the Department to maintain a co-ordinated approach to the field and a coherent and efficient workload of the RCs/ROs;
  10. Assists in the provision of advice and support with regard to good governance issues including training to RCs/ROs and staff of the Democratization Department;
  11. When needed, provides support to the Analysis and Reporting Cell in the Democratization Department, dealing with general tasks, including tasking, clearance procedures and in acting as a clearing house and quality control of departmental reporting by editing and consolidating reports from all Department Sections and the Field RCs/ROs;
  12. Other duties as assigned.
