General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in political sciences, international relations, public policy, law, international human rights law or other human rights related fields
  • Experience working with human rights, minority or gender issues
  • Demonstrable organizational, analytical, communication and interpersonal skills
  • Experience in drafting reports
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced education/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Advanced university degree in law, political science, international relations or equivalent professional experience
  • Experience in human rights monitoring and reporting
  • Sound knowledge of international and regional human rights standards and communities rights
  • Proven experience in the management of projects, budgets and personnel
  • Management and supervisory experience
  • Proven experience in team leadership
  • Excellent written and verbal presentation and communication skills in English
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgement
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Knowledge of one or more local languages
  • Knowledge of the regional political situation and legal system of the mission area
  • Demonstrated negotiation and/or conflict resolution skills
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Deputy Director of the Human Rights and Communities Department, the Field Activities Co-ordinator co-ordinates the implementation of priorities and tasks from Headquarters (HQ) to the field staff. The Field Activities Co-ordinator:

  1. Keeps close contact with the Mission field structures and liaises regularly with all co-ordination mechanisms in the Mission, in particular with other Departments active in the field;
  2. Co-ordinates tasks and requests from and to Regional Centre Directors and other relevant staff located in the Regional Centres;
  3. Makes regular visits to the field;
  4. Develops and implements the overall strategy for field co-ordination in accordance with the Mission priorities and in close co-ordination with other Departments and offices involved;
  5. Supports the Regional Centres in developing the methodology of monitoring local structures and community realities on the ground;
  6. Facilitates the development and provision of guidance to field teams on human rights and communities issues;
  7. Assists programmatic sections in implementing the mandate of the Department at the local level;
  8. Assists in the management of projects carried out by the field or jointly by the field/HQ;
  9. Performs other duties as assigned.
