General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Diplomatic experience or experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Diplomatic and negotiating skills
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Previous international work experience in international organizations and/or experience in OSCE field missions proven skills in political analysis and reporting;  
  • Experience in supervising teams;
  • Experience in the area of public affairs, including political and diplomatic skills as well as knowledge of protocol;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Ability to operate windows applications, including word processing and e-mail.

Desirable:

  • Knowledge of the local language;
  • Knowledge of the SEE region.
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Deputy Head of Mission (DHoM) and overall supervision of the Head of Mission (HoM), the incumbent/ or Executive Officer:

  1. Is responsible for coordinating activities carried out by the Office of the HoM, with supervisory duties for the Senior Political Assistant, Senior Language and Political Assistant and the Public Information Assistant;
  2. Provides policy planning analysis on all aspects affecting the Mission's mandate, including political developments in the Mission area and region and assesses implications;
  3. Is responsible for the drafting, editing and coordination of all Mission reporting to be sent to the Secretariat in liaison with staff in the Office of the Head of Mission as required;
  4. Guides the development and delivery of the Mission's public affairs strategy; Prepares and edits public statements, press releases, speeches and talking points, ensuring relevant information is provided by the relevant Programmes;
  5. Is responsible for the organization of all Head of Mission led public affairs events;
  6. Liaises with national and international representatives and officials at the appropriate level, including on all issues relating to protocol;
  7. Co-ordinates all senior level visits to the Mission and HoM international and local visits, including preparation of all files;
  8. Accompanies the Head of Mission to external meetings when required;
  9. Represents the Mission at external events and meetings, when appropriate;
  10. Performs other duties as required.
