General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in international studies, public policy, political science or law or related fields
  • Experience working in political affairs with international organizations or governments
  • Experience in preparing analytical reports
  • Excellent communication and drafting skills
  • Knowledge of regional political history and developments
  • Some knowledge of the OSCE principles and commitments
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First level university degree in law, political science or related field.

Experience:

A minimum of 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred.

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Prior professional  experience in governmental or international organizations;
  • Professional fluency in English, including oral and written communication skills;
  • Strong organizational skills and an ability to manage multiple tasking and unexpected demands; ability to work under pressure and within limited timeframes;
  • Strong interpersonal and communication skills; deftness in protocol and professional appearance;
  • Strong working knowledge of the political, cultural and historical situation in Bosnia and Herzegovina and South Eastern Europe;
  • Ability and willingness to work with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
  • Ability to operate windows applications including word processing and email.

Desirable:

  • Knowledge of the local languages is an asset.
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Deputy Head of Mission, the Executive Officer is responsible for providing advice, analysis and organizational assistance to the Deputy Head of Mission (DHoM) within DHoM's competence which include deputising for the Head of Mission (HoM) in all capacities, representing the Mission on behalf of HoM on official assignments with government representatives and international organizations, and assisting and advising the HoM on policy, planning and  management issues.

  1. Provides recommendations, proposals and analysis on all aspects of DHoM's responsibilities and activities, including verbal and written advice on management and policy issues, departmental activities, personnel matters and the DHoM's planned activities and travels;
  2. In close co-operation with the National Executive Officer to the DHoM, provides advice and assistance to the DHoM in the coordination of the Mission's involvement in the OSCE second dimension, including ensuring an up to date awareness of second dimension matters relevant to the Mission, attending relevant meetings with internal and external counterparts, such as the Office of the OSCE Co-ordinator for Economic and Environmental Affairs and, on behalf of DHoM, tasking and necessary follow up with Mission staff on cross-dimensional activities and initiatives;
  3. Identifies, assigns and/or takes appropriate action on incoming communications to the DHoM from external agencies and internal staff; oversees the process to ensure timely and appropriate responses are made, including initiating meetings for the DHoM, preparing draft responses and co-ordinating with OSCE senior staff and external interlocutors to ensure responses are made within due timeframes;
  4. Reviewing documents, reports and letters prepared for and signed by the DHoM in order to guarantee quality and accuracy in substance and form.
  5. Requests, researches and summarises information and prepares briefing materials for the DHoM prior to his/her meetings with OSCE staff and external interlocutors;
  6. Attends internal and, when necessary, external meetings on behalf of the DHoM in order to obtain information for recommendation of action to DHoM;
  7. Attends the DHoM's meetings and accompanies the DHoM on travel within and outside the Mission area as required; drafts memos and notes of meetings as required;
  8. Maintains contacts, co-ordinates and follows up with Mission senior staff, staff from other international organisations, the OSCE Secretariat, Diplomatic Missions, other OSCE Missions on matters that pertain to the DHoM's activities;
  9. Works closely and co-ordinates action with the National Executive Officer to the DHoM who maintains the DHoM's appointment schedule; organises meetings and travels of the DHoM and provides the DHoM's office with necessary administrative support;
  10. Other related duties as assigned.
